Counterterrorism & Intelligence

A comprehensive strategy to counter terrorism must incorporate all elements of statecraft, including covert, diplomatic, economic, financial, law enforcement, and military instruments.  Since transnational threats require transnational solutions, these resources must be marshaled alongside the engagement of international allies and assets.  Underpinning all of these components is the lifeblood of the campaign against terrorism:  intelligence and analysis.  Timely and accurate information and analysis, shared vertically and horizontally with key actors at all levels (federal, State, local), is crucial to understanding our adversaries and thwarting them.  Indeed, the first preventers of, and the first responders to, terrorism are often actors at the State and local levels (government officials, companies, private citizens).
