Mr. Horowitz is the Principal of H3/ Strategies which provides government relations and strategic media consulting to clients facing challenges within the legislative and regulatory space. Dan has nearly 20 years of political and policy experience working on Capitol Hill or with technology related industries to shape legislation and regulation. Whether acting as lead staff for the then-nascent Congressional Internet Caucus to helping the bipartisan Senate Special Committee on the Y2K Problem, leading coalitions of legal online music services or advocating on behalf of small businesses as the Assistant Administrator for Policy at the SBA, Dan has remained at the center of the policy debates where technology and government interact. A native of Washington, DC, Dan continues to live inside the Beltway, drawing on expertise gained working for elected officials on both sides of the Capitol and both sides of the political aisle. Dan has testified before Congress, Federal Agencies and multiple State Legislatures. His written works have appeared in periodicals across the country. 
Mr. Horowitz holds a bachelor’s degree in political science from Towson University and resides in Falls Church, Virginia with his wife and three young sons.
