John G. Kavangh

John G. Kavanagh is a Managing Director in PricewaterhouseCoopers Public Sector practice as a subject matter expert in assisting government executives in the areas of national security, intelligence, law enforcement, rule of law, and emergency management.  Prior to joining PricewaterhouseCoopers, Mr. Kavanagh was a former 22-year veteran of the Federal Bureau of Investigation with a demonstrated record of success conducting and managing a wide variety of complex global investigative and intelligence activities.  Preceding his retirement, Mr. Kavanagh was detailed by the FBI to the Department of Homeland Security as an Assistant Director.  While assigned to the Department of Homeland Security, he led a DHS Directorate with the Domestic Nuclear Detection Office.  This Directorate was responsible for the implementation of a national radiation prevention, detection, training and resolution program.  Previous to this assignment, Mr. Kavanagh was the Special Agent in Charge of the FBI Omaha Division. In this position, Mr. Kavanagh was responsible for the oversight of the FBI's Counterterrorism, Counterintelligence, Field Intelligence Group (FIG), Security and Criminal programs throughout the states of Nebraska and Iowa.  During his career, Mr. Kavanagh also served in the FBIHQ, Counterterrorism Division, as the FBI Section Chief, International Terrorism Operations Section, and as the FBI Inspector, On-Scene-Commander Iraq. As the Section Chief in the FBIHQ Counterterrorism Division, Mr. Kavanagh provided the daily leadership to the principal section charged with providing program management to all FBI International Terrorism operations and initiatives involving AI Qaeda Iraq, Hezbollah, HAMAS, Palestinian Islamic Jihad, Tamil Tigers, FARC, and numerous other state sponsors of terrorism.  Mr. Kavanagh was also instrumental in establishing the joint Department of Defense-FBI counterterrorism mission in Iraq, the formation of the U.S. Iraqi Embassy's Hostage Working Group, the creation of the U.S-lraq Major Crimes Task Force, and the oversight of the historical Regime Crimes Liaison Office investigation from its initiation in Iraq to its successful prosecution of Saddam Hussein and several ranking officials of his former government.  Due to Mr. Kavanagh’s work in the FBI’s National Security and Intelligence programs, he was named a member of the Intelligence Community Senior Leadership Corps by the Director National Intelligence.

Mr. Kavanagh is a graduate of St. John's University, Summa Cum Laude, and Hofstra University School of Law.  He has been a member of the New York Bar since 1984.  Prior to entering the FBI, Mr. Kavanagh was an Assistant District Attorney in Westchester County, New York, and an officer in the United States Marine Corps.  He also serves as an Adjunct Professor, George Washington University, College of Professional Studies, Security and Safety Leadership Master’s Program, teaching Emergency Management and Crisis Communications.
