Mr. Blitzer served for more than 26 years as a Special Agent for the U.S. Federal Bureau of Investigation (FBI), with twelve years of experience in counterterrorism, and was the chief of the Domestic Terrorism/Counterterrorism Planning Section in the FBI at the time of his retirement. That component was responsible for Weapons of Mass Destruction (WMD) response operations.

Mr. Blitzer used his operational expertise in his role as a Deputy Assistant Secretary in the Office of Public Health Emergency Preparedness at the U.S. Department of Health and Human Services (HHS). In that position, he participated in a number of national policy development matters such as the National Response Plan and the National Incident Management System.

He received a B.A. in English and Math from St. John Fisher College. He has received the Attorney General's Distinguished Service Award as well as the Director of Central Intelligence National Intelligence Medal.
