Tom currently holds a position as Associate Professor with Post University’s Emergency Management and Homeland Security program, and is an Associate Partner with the Enright Group, a strategic security information and analysis firm. Previously, he served as the Senior Advisor for Border and Maritime Security to the Chairman of the U.S. House of Representatives Committee on Homeland Security. He provided the Chairman with strategic policy advice on border and maritime security, culminating in authoring the Chairman’s border security strategy. In addition, he provided the Chairman with Department of Defense policy insights and recommendations.

Tom retired from the U.S. Army after 28 years of service, with 25 years of Active Duty. He served in a multitude of assignments as an Infantry officer, and is further qualified in the functional areas of Public Affairs, Strategic Intelligence, and Strategic Plans and Policy. His final military assignment was in the Office of the Assistant Secretary of Defense for Homeland Defense and America’s Security Affairs, where he served as the Chief, Land Domain. In this capacity, he was responsible for developing the Defense Department’s strategic policy for supporting the Department of Homeland Security’s border security efforts and the development of the Department’s Chem-Bio response force structure. He served as the Secretary of Defense’s personal representative to the National Security Council’s Transborder Interagency Policy Committee. 

Previously Tom served as Country Director for Iraq within the Office of the Assistant Secretary of Defense (International Security Affairs) where he provided oversight for the development of the Iraqi Security Forces. He was personally requested by the State Department to serve as the Military Team Leader for the Special Envoy for Mideast Regional Security, charged with reporting on the viability of the Palestinian Security Forces to support joint security responsibilities with the Israeli Defense Forces.

Additionally, Tom had assignments to the Federal Emergency Management Agency’s Office of National Preparedness, and the Federal Bureau of Investigation’s Counterterrorism Division. While at the FBI in the wake of the 9/11 and subsequent anthrax attacks, Tom led an interagency team on a classified program to detect chemical, biological, and radiological weapons within the United States. 

He has been a featured instructor at the Fletcher School of Law and Diplomacy (Tufts University), as well as the National Defense University. His Master’s Thesis, “Complexity, Non-Linear Thought, and Intelligence Analysis” was published by The Intelligencer. He has been published by Armed Forces Journal International, Washington Times, War on the Rocks, and has been a contributor to DefenseWeek, the Center for Strategic and International Studies, and the International Seminar on Armed Forces and Society. 

Tom earned a Master of Science in Strategic Intelligence from the Joint Military Intelligence College, Washington, DC, and a Master of Strategic Studies from the U.S. Army War College. He has civilian training certificates in High Angle Rescue, Helicopter Rescue Operations, Forensic Photography, Drug Investigations, and Commercial Vehicle Smuggling. He is a rated pilot in both fixed and rotary wing aircraft.
